Hounslow Council launches enforcement team to crack down on fly-tipping and anti-social behaviour

Safety and fly-tipping highlighted as major concerns in survey of residents

A new team of ‘enforcement’ officers dedicated to tackling fly-tipping, littering, anti-social behaviour and parking offences has been launched by the borough of Hounslow.

The new initiative is in response to the concerns of residents who highlighted in the Council’s 2024 resident survey that safety and fly-tipping were major concerns.

Fly-tipping is a criminal offence and, if caught, offenders face a £1,000 fixed penalty notice. For large or dangerous fly-tips, an unlimited fine or even face a prison sentence in a magistrate’s court.

A spokesperson for the Council said residents would see ‘a more targeted and visible presence’ on the streets.

Each area of the borough, based on Council wards, will have a dedicated team of Enforcement Officers, ‘who will get to know the community and work to keep their local area clean and safe’. The team will wear distinct new uniforms to increase visibility while out and about in the borough.

The officers’ remit is to:

• Improve enforcement of fly-tipping and littering
• Enforce Public Space Protection Orders (PSPOs), which will enable the enforcement team to issue on the spot fines for anti-social behaviour
• Engage with local communities and educate residents on how to dispose of waste and recycle correctly
• Hold regular community action days to hear from the community and tackle issues in their local area

The team will also be equipped with hand-held devices allowing them to identify, capture, report and respond to issues in real-time.

With more than 27,000 fly-tipping incidents in Hounslow over the past year,  Hounslow has the fifth highest rate of fly-tipping in London. The total yearly cost for collecting and disposing of fly-tipped waste is around £4m.

Councillor Shantanu Rajawat, Leader of Hounslow Council, said:

“Clean and safe streets is a major priority for our residents. We listened to their concerns and we are taking action.

“We’re on the side of the law-abiding majority who respect their neighbourhoods and take pride in where they live. Everyone must take personal responsibility and follow the rules. The message for those who don’t is clear – break the law and we’ll catch you and fine you.”

Council clear up of a massive amount of rubbish in Church Road, Cranford recently

Cranford blitz – £30,000 worth of fines issued to 30 individuals for fly-tipping

Church Road in Cranford, in the west of the borough, was recently the focus of a joint day of action against fly-tipping led by Hounslow Highways with support from Hounslow Council.

The operation saw years of large-scale illegal dumping of commercial and household waste in the area cleaned up and £30,000 worth of fines issued to 30 individuals for fly-tipping offences. The area has been a hotspot for illegal waste dumping for some time.

The Council says residents can play a key role in the fight against illegal waste dumping on the public roads and footpaths, by reporting fly-tipping online through Fix My Street and disposing of waste correctly.

Bulky waste items can be collected from residents’ homes or can be taken to the Reuse and Recycling Centre in Feltham.

Local businesses can dispose of their waste with a commercial waste subscription.
