West London police officer charged after death of pedestrian

A west London police officer has been charged with causing death by careless driving, following a collision on Whitton Road, Hounslow in November 2019 in which a pedestrian died.

The victim, 23 year-old Andrew Brown, died from his injures in hospital after being hit by a police vehicle. A 16-year-old boy was also injured in the incident.

PC Daniel Francis, who was attached to the West Area Command Unit, will appear at Westminster Magistrates’ Court on Tuesday, 7 December.

The charges follow an investigation by the Independent Office for Police Conduct (IPOC) and a referral to the Crown Prosecution Service.

The Metropolitan Police said their thoughts were with the family and friends of the victim and that they have co-operated fully with the IOPC at every stage.

PC Francis remains on restricted duties and has not been suspended. The Met said ‘misconduct matters will be considered at the conclusion of criminal proceedings.’
